How to Obtain a Builder's License in the Australian Capital Territory (ACT)

The process of getting a builder’s license in the ACT is managed and regulated by the ACT Government Department of Environment and Sustainable Development. Types of Builder's Licenses in the ACT

There are four types of builder's license classes in the ACT, each allowing the holder to perform different types of building work:

  • Class A Builder – Unlimited
  • Class B Builder – Medium Rise
  • Class C Builder – Low Rise/Residential
  • Class D Builder – No formal qualifications required

You must meet a variety of requirements before applying for any class of license.

Qualifications for Each License Class

Class A Builder (Unlimited)

  • A Bachelor’s degree, Graduate Certificate, Graduate Diploma, Master’s degree, or Doctoral degree in Building.

Class B Builder (Medium Rise)

  • Option A: Diploma of Building and Construction (Building)
  • Option B: A tertiary qualification in Building recognized by the Australian Qualifications Framework as a Bachelor’s degree, Graduate Certificate, Graduate Diploma, Master’s degree, or Doctoral degree.

Class C Builder (Low Rise/Residential)

  • Option A: Certificate IV in Building and Construction (Building)
  • Option B: Diploma of Building and Construction (Building), with a course code of CPC50210, CPC50208, or BCG50206

  • Option C: A tertiary qualification in Building recognized by the Australian Qualifications Framework.

Additionally, all Class C Builder applicants must pass a written examination with a mark of 80% or higher.You must meet a variety of requirements before applying for any class of license.

Written Examination for Class C Builders

Before your Class C license is issued, you are required to pass a written exam set by the Construction Occupations Registrar.

  • Introduction of Exams: May 2016
  • Exam Location: Monthly exams are held at the Dame Pattie Menzies Building in Dickson.
  • Exam Content: The exam covers elements of construction processes and the regulatory framework.
  • Attempts: Applicants can have up to two attempts to pass the exam before their application is refused.

Experience Requirements for Each License Class

In addition to the formal qualifications, relevant industry experience is required for some classes:

Experience for Class A, B, and C Builders

  • You must have at least 2 years of full-time equivalent experience in a wide range of building construction work, including all stages of construction.
  • Class D Builder does not require formal qualifications or documented experience.

Note: Your experience can be spread across a maximum of five years, and licensed builders who provide references for your experience must have held a Qualified Supervisor Certificate or Individual Contractor License in General Building Work.
